Domestic economic work and international economic and trade struggles must be coordinated, and efforts must be unwavering to manage our own affairs. There must be a steadfast expansion of high-level opening up, focusing on stabilizing employment, enterprises, markets, and expectations, responding to the uncertainties of rapidly changing external environments with the certainty of high-quality development.
The meeting emphasized the need to accelerate the implementation of more proactive macro policies, effectively use and fully leverage more proactive fiscal policies and moderately loose monetary policies. The issuance and utilization of local government special bonds and ultra-long-term special bonds must be expedited. The bottom line of the "three guarantees" at the grassroots level must be secured. Timely reduction of reserve requirements and interest rates should be implemented to maintain ample liquidity and provide strong support for the real economy. New structural monetary policy tools must be created, and new policy-based financial instruments must be established to support technological innovation, expand consumption, and stabilize foreign trade. Policy consistency must be strengthened.
The meeting pointed out that the income of low- and middle-income groups must be increased, service consumption must be vigorously developed, and the role of consumption in driving economic growth must be enhanced. The meeting emphasized the need to focus on maintaining people's livelihoods. For enterprises significantly affected by tariffs, increase the unemployment insurance fund's steady job return ratio. Improve the stratified and categorized social assistance system. Strengthen agricultural production and stabilize prices of important agricultural products such as grain. Consolidate and effectively connect the achievements of poverty alleviation with Rural Revitalization. Continuously ensure safety production and disaster prevention work.
The meeting pointed out the need to continuously improve the policy toolbox for stabilizing employment and the economy.
