Today, our company has applied for approval of changes to the consignment supply agreement (Note 1) under Article 18, Paragraph 1 of the Electricity Business Act (Note 2) to the Minister of Economy, Trade and Industry. The main details of the application are as follows.
1. Main Changes:
(1) Abolition of outage discounts in generation side charges
In order to improve operational efficiency, our company will abolish the outage discounts on generation side charges implemented in case of power outages lasting a certain period, by March 31, 2025.
Regarding outage discounts on demand side charges, we have already abolished them in the existing consignment supply agreement (however, a one-year transitional period has been set, and discounts will be applied until March 31, 2025).
(2) Provision of special measures in times of disaster
In addition to outage discounts, our company implements special measures such as setting supply conditions other than the consignment supply agreement on a case-by-case basis during disasters to reduce the burden on customers affected by the disaster, and exempting customers upon request from basic electricity charges for months when electricity is not used.
Even after the discontinuation of the power outage discount, in order to provide the same level of relief for disaster victims, we have reflected measures to reduce the burden in case of disasters (hereinafter referred to as disaster special measures), such as a 4% discount on the basic fee for each day with a usage amount of 0 kWh requested by customers affected in the designated disaster area or severely affected disaster area under the Disaster Relief Act, regardless of demand side or generation side, voltage classification.
Regarding the application of disaster special measures, we will notify you each time a disaster occurs.
Furthermore, the procedure for disaster special measures will be announced separately once preparations are complete.
We have also reflected matters organized in the country's deliberative council, etc. For details, please refer to the attached document 'Summary of Changes to the Terms and Conditions for Entrusted Supply'.
2 Implementation Date
We plan to implement it on April 1, 2025, and will undergo review by the national (Ministry of Economy, Trade and Industry). Once we receive approval from the Minister of Economy, Trade and Industry, we will inform you again.
(Note 1) Terms and Conditions for Entrusted Supply
These are the fees and other supply conditions stipulated when retail electricity companies, power generation companies, etc., utilize our transmission and distribution facilities.
(Note 2) Article 18, Paragraph 1 of the Electricity Business Law (contract terms for entrusted supply, etc.)
General distribution businesses must establish contract terms for entrusted supply, etc., including fees and other supply conditions (hereinafter referred to simply as "supply conditions") in their supply area, according to the periods specified in the Ministry of Economy, Trade and Industry Ordinance, and must establish contract terms for entrusted supply, etc. as specified by the Ministry of Economy, Trade and Industry Ordinance, and obtain approval from the Minister of Economy, Trade and Industry.
