The third draft enriches the content of basic geological survey work; adds content to promote international cooperation in the field of mineral resources; further improves the mining land system; strengthens the management of tailings ponds formed by mining mineral resources to prevent safety risks; further strengthens ecological restoration work in mining areas.

The meeting heard a report on the deliberation results of the Energy Law draft by Vice Chairman Zhou Guangquan of the Constitutional and Legal Affairs Committee. The third draft of the draft law adds provisions to promote the construction of a new standard system in the energy field, actively promote market-based energy saving services such as contract energy management; stipulates that energy users should actively participate in 'energy demand response', adds provisions to guide energy users to promote energy conservation and improve energy utilization efficiency.
