Strictly implement the replacement of electrolytic aluminum production capacity, strictly control additional production capacity in the smelting of copper, alumina, etc., and rationally allocate additional production capacity in the silicon, lithium, magnesium and other industries. Vigorously develop the recycled metal industry. By the end of 2025, the share of recycled metal supply will reach more than 24%, and the proportion of direct alloying of aluminum water will increase to more than 90%.

Equipment updates and enterprise technology transformation in industries such as scrap automobiles, waste household appliances, electric equipment, construction machinery, etc., will generate a large amount of recycled non-ferrous metal raw materials. It is estimated that by 2027, domestic waste non-ferrous metal recycling will be close to 20 million tons, which can replace more than 1.1 billion tons of non-ferrous metal mineral resources, reduce standard coal consumption by 55 million tons, and reduce carbon emissions by 200 million tons, which is beneficial to China's resource security, energy saving and carbon reduction.
