全球主要央行息率趨升，導致港府首次發行綠色零售債券(04252.HK)首日掛牌持續「潛水」，為過去11年發債以來首見。
綠色零售債券首日掛牌，輕微低開報99.95元，窄幅爭持，最低見99.55元，全日收99.7元，較每手發售價100元，低0.3%，成交1,289萬個單位。不計手續費，每手100單位，賬面蝕30元。
首批綠色零售債券共收到約48.835萬份有效申請，認購本金總額325.6742億元，最終發售額由原先150億元，增至200億元。全部有效申請均可獲配發債券，最多可獲派5手；其中15.0826萬份認購4手或以下債券的申請，均將獲全數配發；餘下33.7527萬份申請(即認購4手以上者)，均將先獲發4手，然後進行抽籤，其中19.4302萬份申請將獲配多1手債券。
該批綠債年期為3年，最低年息率2.5厘，每半年派息一次。
