Hangzhou: "The Implementation Details for 'Enjoy Immediate Purchase and Return' to Build an International Consumption City" is open for public consultation.

To expand the layout of outbound tax refund "immediate purchase and return" locations, the Hangzhou Municipal Bureau of Commerce is publicly soliciting opinions on the "Implementation Details for 'Enjoy Immediate Purchase and Return' to Build an International Consumption City." It mentions support for new outlets: for each new outbound tax refund "immediate purchase and return" outlet added by 2025, enterprises will receive a subsidy of no more than 5,000 yuan per outlet for equipment purchases; encouragement for scaling up: for enterprises with outbound tax refund sales exceeding 1 million yuan in 2025, a reward of 1.5% of the incremental sales value for outbound tax refund (excluding immediate purchase and return) and a 2% reward for incremental sales value for "immediate purchase and return" will be given; reduction of free shipping costs: for international packages in 2025, enterprises will receive support of up to 50% of the international shipping fee for a single package, with a maximum subsidy of no more than 300 yuan per package; promotion of inbound consumption: travel agencies organizing group tours to outbound tax refund stores will receive a reward of 25 yuan per person for visiting the store, as well as an additional reward of 25 yuan per person per purchase.
