If the shipper of the exported goods does not present the licenses issued by the national export control management department to customs, and if customs has evidence indicating that the exported goods may fall under the export control scope, customs shall raise an inquiry to the shipper of the exported goods and issue a "Customs Inquiry Notice for Export Control of Dual-use Items." During the identification or inquiry period, customs will not release the relevant exported goods.
