In response to this bill, USA Senator Bernie Sanders stated that with approximately 0.5 million homeless, hungry children, and seniors unable to afford heating, USA does not need nearly a trillion dollars in defense funding. Sanders believes that USA's defense system has become a tool for a few large defense contractors to profit, rather than serving the needs of the country. The USA Congress, both the House and Senate, annually passes the next fiscal year's defense authorization bill based on the Constitution, which is signed into law by the president and serves as the guiding document for USA defense annual expenditure budget and defense policy.
