On July 19th, the party committee of the State-owned Assets Supervision and Administration Commission held an enlarged meeting and a party committee theoretical learning center group study. The meeting emphasized the need to insist on strengthening and optimizing the state-owned capital and state-owned enterprises, relying on reform to constantly eliminate systemic and institutional drawbacks that restrict the high-quality development of enterprises, effectively improving development quality and efficiency, and continuously consolidating the strategic strength of China's modernization. We should highlight the characteristics and requirements of the times of reform, speed up the establishment of institutional arrangements conducive to original innovation, vigorously aggregate and cultivate high-level scientific and technological talents, continuously improve the ranking of state-owned central enterprises in the national innovation system, and promote the development of new productive forces through the construction of new production relations. We should effectively enhance core functions and core competitiveness, guide state-owned enterprises to focus on their main responsibilities and businesses, continuously shape unique competitive advantages facing the market, enhance strategic support and bottom support capabilities, and promote enterprises to fulfill economic responsibilities, political responsibilities, and social responsibilities at a high level. We must solidly implement key reform tasks, effectively connect with the deepening and upgrading actions of state-owned enterprise reform, and implement one measure by one measure with greater efforts, higher standards, and more practical measures to ensure the quality and effectiveness of the reform.
