He Yicheng also revealed that the Talent Development Committee is adjusting the second phase of the talent introduction plan to study the development of non-local students studying in “1+4" industry development related departments at local institutions of higher learning and have achieved high standards. Their fields of study must help the development of the Special Administrative Region. He believes this move will help the learning atmosphere of colleges and universities and enhance their competitiveness. The Talent Commission has discussed and approved the relevant ideas, and is currently refining the relevant content, and will seek to implement a new round of talent introduction plans in May.
