Eighteen departments including the Henan Provincial Department of Commerce and the Henan Provincial Development and Reform Commission jointly issued the “Notice on Further Revitalizing Automobile Circulation and Expanding Automobile Consumption”, which calls for increased efforts to upgrade and replace new energy for buses, cruise taxis, and freight vehicles, postal vehicles, municipal sanitation vehicles, and online taxis in urban built-up areas. Accelerate the construction of charging facilities in residential communities, parking lots, gas stations, highway service areas, passenger and freight hubs, etc., and encourage charging station operators to appropriately reduce charging service fees. Fully implement the national six emission standards for heavy vehicles and the fourth stage emission standards for non-road diesel mobile machinery; promote the elimination of diesel, gas vans and gasoline vehicles with national emission standards of three and below; speed up the elimination of national four diesel vehicles and gas vehicles using thin combustion technology; study subsidy policies to support local cities that are in a position to do so to carry out automobile trade-in activities. Financial institutions are encouraged to reasonably determine down payment ratios, loan interest rates, and repayment periods, and increase automobile consumer credit support on the premise that the law is compliant and the risk is manageable.
