China Tobacco has issued guidelines on the issuance of licenses for tobacco monopoly production enterprises related to e-cigarettes. According to the document, in accordance with the requirements of the state's "release, management and service" reform, it is necessary to adjust the scope of the license, optimize the examination and approval process, and improve efficiency without adding new licenses. For an e-cigarette-related production enterprise to apply for a production enterprise license, the following conditions shall be met: funds suitable for production; technical and equipment conditions for production; compliance with the requirements of the national e-cigarette industry policy; other conditions prescribed by the tobacco monopoly administrative department under the State Council.

Follow the basic principles of territorial operation, strictly follow the provisions of the "E-cigarette Management measures" that "e-cigarette products should be purchased from local e-cigarette wholesale enterprises", integrate resources and scale operation according to the characteristics of e-cigarette products, and distribute e-cigarette wholesale enterprises. According to the measures for the Administration of Electronic cigarettes, enterprises that have obtained the license of tobacco monopoly wholesale enterprises shall obtain the approval of the department in charge of tobacco monopoly administration and change the scope of permission before engaging in the wholesale business of electronic cigarette products.
