Support Beijing, Shanghai and Guangdong-Hong Kong-Macau Greater Bay Area to form international scientific and technological innovation centers, build comprehensive national scientific centers in Huairou in Beijing, Zhangjiang in Shanghai, Dawan District, and Hefei in Anhui, and support the construction of regional scientific and technological innovation centers in places where conditions permit.

2. Encourage enterprises to increase their R & D investment. We will implement more inclusive policies such as the addition and deduction of R & D expenses and tax concessions for high-tech enterprises.
