The listing division of the Hong Kong Stock Exchange (00388-HK) took office for the first time after a corruption scandal involving the approval of new shares last year. The Hong Kong Stock Exchange yesterday announced the appointment of Liu Ying, the current senior vice-president of supervision of listed issuers, to replace Yang Jinlong, who was involved in corruption, as co-head of the initial public offering (IPO) review, which also means that the IPO review team has returned to the "dual supervisor" system. At the same time, Ng Jiexuan, a former political assistant to the Financial Services and the Treasury Bureau and now Managing Director of the listing Division, was appointed Chief operating Officer of the listing Division.

Return to dual control with effect from May 1

This is the first time that Chen Yiting has restructured the team since she took over as head of listing on the Hong Kong Stock Exchange in January this year, and the new appointment will take effect on May 1.

Yang Jinlong, who was charged by the ICAC with taking bribes in the listing of new shares, has been vacant since he stepped down as co-head of the IPO review team last year, with another director, Shi Lin, in charge of the group for more than a year. After Liu Ying, who was promoted internally, took over the new position, the IPO review team returned to the "dual supervisor" system. She will work with Shi Lin to supervise the listing applications of all issuers on the Hong Kong Stock Exchange and report to Chen Yiting. Liu Ying is a lawyer in Hong Kong, England and Wales and was a partner at the law firm Kirkland & Ellis before joining the Hong Kong Stock Exchange in 2016.

As for Ng Jiexuan, who is about to take up the post of Chief operating Officer of the listing Division, she joined the HKEx in 2013 and is now the President of the Hong Kong Securities and Investment Institute. Before joining the HKEx, she worked as a political assistant to the Treasury Bureau and worked with Ms Leung Fung-Yee, then Deputy Secretary of the Treasury and now Deputy Chief Executive Officer of the SFC. When Ng Jiexuan was appointed as a government assistant, she caused a political disturbance because of her Singaporean nationality. At that time, she said she had no intention of giving up her Singaporean nationality. She is also a member of the famous local soy sauce family "Bazhen Sweet vinegar". Her father, Wu Jinkang, is at the helm of the second generation of Bazhen.

Xu Shuxian, former Chief operating Officer of the listing Division, will continue to stay at the HKEx and be transferred to the Marketing Division as the new head of Green and Sustainable Development Finance, and report to the Market Director, Yao Jiaren. Xu Shuxian's new responsibility is to study the creation of a green financial platform to support companies in line with the direction of environmental protection for sustainable development financing. Since Ms Sze became the Chairman of HKEx, Environment, Society and Governance (ESG) has become one of the main areas of work promoted by the HKEx.
