To expand the scope of housing security and improve the living conditions of families facing housing difficulties, the Qingdao Municipal Housing and Urban-Rural Development Bureau and other departments jointly issued a notice titled 'Implementation Opinions on Promoting Rental Subsidy Work for Urban Housing Security Families.' This notice clearly includes families with moderate to low income and housing difficulties in urban areas, new employees without housing, and stable employment migrant workers in the scope of rental subsidy support, proceeding according to principles of gradient protection, gradual advancement, and dynamic adjustment. In principle, the ratio of housing rental subsidies to average market rents should remain consistent with the discount rate for public rental housing, establishing a dynamic adjustment mechanism for housing rental subsidy standards in line with changes in average market rent, typically adjusting every three years.
In terms of protection methods, urban low-income families and households in severe difficulties primarily receive material support, with housing rental subsidies as a supplement; whereas for urban households with moderate to low income facing housing difficulties, new employees without housing, and stable employment migrant workers, housing rental subsidies are the primary form of support, complemented by material allocation.
Regarding the subsidy area, the standard for housing rental support area is determined based on the number of family members in the household and the standards for material allocation, calculated on a household basis. The subsidy area for one family member is 30 square meters; for two family members, it is 45 square meters; and for three or more family members, it is 60 square meters.
