The report mentioned that the new government will be guided by the 'four focuses', closely centered around the positioning of 'one center, one platform, one base' and the '1+4' diversified industrial development direction, aiming for a greater role in moderately diversifying the economy. Chief Executive Ho Iat Seng delivered the policy report titled 'Innovate for Development, Strive for a New Chapter' at the Legislative Assembly at 3 PM today (14th), outlining the overall direction of the SAR government's policies this year: enhancing diversification, improving people's livelihood, enhancing governance, and integrating into the country.
This is the first policy report issued by Cen Haohui since taking office as Chief Executive. He stated that this government will always uphold the spirit of reform, innovation, practical action, and determination, working together with all sectors of society and the general public to innovate for development, strive to open up new situations, promote high-quality development of various undertakings in the Special Administrative Region, and achieve the beautiful vision of rule of law in Macau, a vibrant Macau, a cultural Macau, and a happy Macau. At the beginning of its term, the new government is leading all sectors of society to deeply study and implement the important speech delivered by **** during his inspection of Macau, further enhancing the confidence and determination of everyone in Macau to take on new missions and write new chapters. The "2025 Fiscal Year Policy Report" proposed that the main expected goals for the development of the Special Administrative Region this year are: to consolidate the economic recovery trend, increase efforts to promote moderate economic diversification, and promote the development of the community economy, maintaining positive growth in local GDP; continuously improve residents' employment situation, maintain a low unemployment rate, stabilize prices and the supply of daily necessities, and continuously optimize people's livelihoods; continuously deepen public administration reform, strengthen overall coordination mechanisms, and enhance governance effectiveness; better integrate into the national development situation, create a higher level of open platform, and maintain national security and social stability. In 2025, the government's policy focus includes the following five aspects:
1. Stimulate the economy, seek development, and promote construction, striving to push for moderate economic diversification. Accelerate the study and establishment of a government industrial fund and a technology achievement transformation guiding fund; establish a working group to review business regulations and improve administrative service efficiency and standards; focus on attracting investment in key industries; increase the establishment of economic, trade, tourism, and cultural offices of the Macau Special Administrative Region abroad, collaborate with licensed gambling companies to strengthen international market promotion; assist Traditional Chinese Medicine products by starting with Portuguese-speaking countries and gradually explore markets in Africa, Europe, Southeast Asia, and other regions; leverage the driving effect of Hiap Hoe Macau Medical Center to develop medical tourism; expand the bonds market; strengthen the cultivation and introduction of financial talent; advance the development of the 'Digital Macao Pataca'; implement various measures to promote the integration of production, learning, and research; host international cultural and artistic events, large-scale festival brand events, and international major sports events; promote digital economy development; rely on the integrated development of education, technology, and talent to cultivate and develop new productive forces in Macau; revitalize the old city area and boost the community economy; launch a 'Subsidy Program for Small and Medium-sized Enterprises' bank loan interest.

Utilize the leadership and coordination mechanism of public administration reform to streamline government organizational structure, first pushing forward the restructuring of the Administrative and Public Service Bureau and the Municipal Affairs Bureau; improve the management system of staff, implement accountability for leaders and managers; advance the 'Streamline Administration and Delegate Powers' reform to enhance convenience for the public and businesses; reform the mechanism for handling citizen feedback and improve consultation organizations; strengthen legal work coordination and promote legislation in key areas; firmly maintain national security and stability in Macau; promote technology-enhanced policing; support the growth of patriotic and loving Macau organizations; implement the principle of 'Patriots Governing Macau' and legally conduct the oath-taking work of civil servants at all levels; ensure smooth progress of the eighth Legislative Assembly election; strengthen integrity auditing and supervision of public capital enterprises.
3. Address public concerns, alleviate difficulties, and benefit people's livelihoods, making every effort to create a better life for the people. Prioritize ensuring local residents' employment; provide targeted assistance to vulnerable groups, actively care for the elderly, and respond to population aging; improve childbirth support policies; enhance rehabilitation services; effectively leverage the role of Hiap Hoe Macau Medical Center to optimize the medical service system; improve specialized medical capacity and community medical services; promote the construction of social housing, reasonably arrange the supply of economic housing, research the feasibility of an economic housing conversion system, and optimize government services for elderly apartments; work diligently to successfully host the 15th National Games and the Special Olympics; promote urban renewal; make rational use of land; optimize the transportation system; enhance environmental protection; create a beautiful Macau, rectifying the city's appearance; optimize youth policies and launch support programs for youth employment in the Greater Bay Area.
4. Promote exchanges, expand openness, and achieve common prosperity, better integrating into the national development situation. With a more proactive attitude, serve the national development situation, striving to create a higher level open platform and showcase greater achievements on the international stage. With the goal of Macau-Qin integration, accelerate the construction of the Hengqin Guangdong-Macau Deep Cooperation Zone. Vigorously promote legal system innovation, and the government will fully utilize the coordinating role of the Leading Group for Promoting the Construction of the Hengqin Guangdong-Macau Deep Cooperation Zone, research and formulate important policies and legal regulations to support the construction of the cooperation zone, and promote the integration of commercial legal rules with Macau and alignment with international standards.
