On March 5, Premier Li Qiang delivered the government work report at the third session of the 14th National People's Congress, with the following key points:
1. Review of work in 2024
Gross domestic product grew by 5%
Grain production exceeded 1.4 trillion jin for the first time
12.56 million new jobs were added in urban areas
Annual production of new energy vehicles exceeded 13 million units
2. Main expected goals for this year
The GDP is expected to grow by around 5%.
The urban employment increase is expected to exceed 12 million people.
The rise in consumer prices is expected to be around 2%.
The grain output is expected to be around 1.4 trillion jin.
The energy consumption per unit of GDP is expected to decrease by around 3%.
Three, some key tasks for this year.
Fiscal: The deficit ratio is proposed to be arranged at around 4%, with the deficit scale increasing by 1.6 trillion yuan compared to last year.
Government investment: It is proposed to arrange 4.4 trillion yuan of special local government bonds, an increase of 500 billion yuan compared to last year. The total newly added government debt scale is 11.86 trillion yuan, an increase of 2.9 trillion yuan compared to last year.
Special Government Bonds: Planning to issue super long-term special government bonds worth 1.3 trillion yuan, an increase of 300 billion yuan compared to the previous year. Planning to issue special government bonds worth 500 billion yuan.
Consumer: Implement special actions to boost consumer spending. Allocate 300 billion yuan of super long-term special government bonds to support the exchange of old consumer goods for new ones.
New quality productivity: Promote the safe and healthy development of emerging industries such as commercial aerospace and low-altitude economy. Cultivate future industries such as bio-manufacturing, quantum technology, embodied intelligence, and 6G. Accelerate the digital transformation of the manufacturing industry. Vigorously develop intelligent connected new energy vehicles, AI Smart Phones and computers, Siasun Robot&Automation, and other new generation intelligent terminals as well as intelligent manufacturing equipment.
Education: Expand the supply of high school education degrees and gradually implement free preschool education.
Market environment: Implement a long-term mechanism to solve the problem of enterprise account arrears. Carry out special actions to standardize enforcement involving enterprises.
Openness: Promote the orderly opening of the Internet, culture, and other fields, and expand pilot programs in telecommunications, medical, education, and other sectors.
Housing: Continue to promote the stabilization of the real estate market. Strengthen the implementation of urban village and dilapidated housing renovations. Advance the acquisition of existing commercial housing. Continue to ensure the delivery of housing.
Rural revitalization: Deeply implement the seed industry revitalization action. Initiate inter-provincial horizontal benefit compensation for grain production and sales areas under central planning, increasing support for major grain-producing counties. Broaden channels for increasing farmers' income.
Urbanization: Promote the inclusion of eligible Agricultural transfer populations into the housing security system. Continue to advance urban renewal and the renovation of old urban communities.
Ecology: Improve the green consumption incentive mechanism to promote the formation of green and low-carbon production and lifestyle.
Employment: Broaden employment and entrepreneurship channels for University graduates and other youth. Strengthen the protection of labor rights for flexible employment and new employment forms. Improve the treatment level of skilled talents.
Medical and Health: Optimize the pharmaceutical collective procurement policy and strengthen quality assessment and supervision. The per capita financial subsidy standard for resident health insurance and basic public health service funds will each be increased by 30 yuan and 5 yuan respectively.
Social Security: The minimum standard for basic pension for urban and rural residents will be increased by another 20 yuan. Develop policies to promote childbirth and provide childcare subsidies.
