The Biden administration plans to impose additional restrictions on chip exports before leaving office, and NVIDIA has issued a strong condemnation.

Foreign media reported on this imminent change on Wednesday, stating that the upcoming changes will limit the sale of AI chips from the USA at both national and corporate levels, this move will impose stricter restrictions on exports from the USA to most parts of the world. This is part of the USA's efforts over the years aimed at preventing countries like Russia from acquiring the latest technologies.

Ned Finkle, NVIDIA's Vice President for Government Affairs, stated in a statement: "The extreme 'national ceiling' policy will impact mainstream computers worldwide, doing nothing to promote National Security, and instead will push the world to adopt alternative technologies."

NVIDIA is a major seller of AI accelerators, which Datacenter operators use to develop the latest AI models. However, this technology is based on graphics processing units (GPUs) used in gaming and other fields.

Finkle stated: "It makes no sense for the White House to control the technologies used in everyday Datacenter computers and those already utilized in gaming PCs globally."

Insiders familiar with the situation indicated that the regulations, which may be released as early as Friday, will establish three levels of chip restrictions. They mentioned that some of the USA's allies will still have full access to American Semiconductors.

However, most countries will face new restrictions, including limits on the total computing power of a country. A representative from the White House National Security Council declined to comment on the rules.

If this policy is announced, it will come into effect less than two weeks after Trump is sworn in as president.

"This policy crafted by the Biden administration at the last moment will become a legacy criticized by the American industry and the global community," Finkle said. "We urge President Biden not to issue a policy that will only harm the American economy, regress the USA, and play into the hands of opponents before the incoming President Trump."

NVIDIA's CEO Jensen Huang stated earlier this week that he is ready to meet with Trump and offer assistance to the incoming Trump administration.

In a television interview, Huang said, "I am happy to meet him, congratulate him, and do everything we can to help this administration succeed." He noted that he had not yet received an invitation to visit Trump’s Mar-a-Lago estate in Florida.

NVIDIA has been the biggest beneficiary of the surge in AI spending over the past two years, helping the once-small company become the most valuable chip manufacturer in the world. Following a 239% increase in stock price in 2023, the company's stock price nearly tripled last year.

At CES held this week in Las Vegas, Huang said he expects Trump to reduce regulations.

"I think this is a good thing," he said. "As an industry, we want to grow rapidly."
