This morning (January 3), the State Council Information Office held a series of press conferences on "The Results of High-Quality Development of China's Economy." A relevant person in charge from the National Development and Reform Commission stated that by 2025, efforts will be intensified to expand the implementation of the "Two New" policies, with greater support for "Two Heavy" projects.

The relevant person in charge stated that by 2025, there will be greater support for "Two Heavy" projects—

  • The scope of Water Conservancy support will be expanded to major and medium-sized irrigation districts and large-scale water diversion projects nationwide;

  • Intercity railroad construction projects in key metropolitan areas will be included in the support scope;

  • A nationwide effective action to significantly reduce overall logistics costs will be fully implemented.

Based on last year's early approval of this year's project list of about 100 billion yuan, another batch of project lists will be issued soon to promote the rapid formation of physical workloads.

In addition, efforts will be intensified to expand the implementation of the "Two New" policies.

  • First, expand the scope. Extend the support range for equipment updates to the fields of electronic information, safety production, facility agriculture, and more. Implement subsidies for purchasing new digital products such as mobile phones, tablets, and smart watches for individual Consumers.

  • Second, raise the standards. Further increase the subsidy standards for updating New energy Fund city buses and Battery updates, as well as for the scrapping and updating of Agricultural Machinery. Enhance support for replacing household consumer goods.
