The Kunming Municipal Government Office issued "Several Measures to Further Promote the Stable and Healthy Development of the Real Estate Market," proposing 28 measures from several aspects, including strengthening land management, supporting housing Consumer, accelerating the digestion of existing Commodity housing, optimizing pre-sale management, enhancing the quality of Real Estate Development, and strengthening factor protection, to promote the stable and healthy development of the Real Estate market.
In enhancing land management, it is proposed to reasonably regulate the supply of Commodity Residential land. In counties (cities) where the commodity residential inventory digestion cycle exceeds 36 months, the supply of new Commodity Residential land will be suspended; in counties (cities) where the inventory digestion cycle is between 18 and 36 months, the new supply of Commodity Residential land area will be determined based on the principle of 'supply according to how much is revitalized.' Properly handle idle stock land, and for Real Estate land supplied before the end of March 2024 that has not yet been developed or started construction, it will be properly handled through encouraging enterprises to optimize development, promoting market circulation and transfer, and supporting the government in reclaiming purchases.
In supporting housing Consumer, the standards for ordinary and non-ordinary Residential have been eliminated; the down payment ratio for commercial personal housing loans will be adjusted, and there will no longer be a distinction between first and second homes for commercial personal housing loans, with a uniform minimum down payment ratio adjusted to 15%; actively promoting 'trade-in for new.'
In accelerating the digestion of existing Commodity housing, efforts will be increased to promote purchasing instead of building and the strength of housing vouchers; utilizing existing Commodity housing for Indemnificatory housing; using existing commercial office space to develop the building economy, expand industrial development space, develop childcare and Retirement services, and promote ShenZhen New Industries Biomedical Engineering, XINXINGCHANYE, and new businesses; using existing non-residential Commodity housing to meet various housing needs; and encouraging the development of apartment hotels and serviced apartments.
In optimizing pre-sale management, it is proposed to optimize the management of pre-sale schemes for Commodity housing, orderly promote the selection of sales by area or unit price for Real Estate Development enterprises, and orderly advance the sale of existing houses.
In addition, the new policy also mentions encouraging the transformation of non-residential land into XINXINGCHANYE, with the central government planning to use reclaimed land to build Indemnificatory Apartments, simplify the home buying process to reduce the burden on Consumers, and promote urban renewal and resident relocation compensation.
