It promotes quality supply, centers around the consumer, operates with integrity, prioritizes quality, and values service, optimizing the experience of Commodities and services. It drives digital empowerment, promoting the deep integration of physical retail and the digital economy, forming new productive forces, enhancing efficiency, and making consumption more convenient.
It promotes diversified innovation, encourages business model integration, with models like "large and strong,” “small and beautiful,” “specialized and precise,” and “a store with multiple functions” thriving. It promotes supply chain enhancement, encourages strengthened collaboration, optimizes distribution channels, efficiently connects supply and demand, and promotes cost reduction and efficiency increase.
The Retail Trade is vital for the national economy and people's livelihoods, serving as an important part of the modern commercial circulation system and a significant vehicle for guiding production, expanding consumption, absorbing employment, and ensuring people's well-being. It plays an important role in market prosperity and economic circulation. China's retail market is large with diverse operators, but it faces issues like unbalanced development, insufficient quality supply, and "involutionary" competition, necessitating optimization and adjustment.
By identifying a number of pilot cities for retail innovation and enhancement each year, completing the transformation of existing retail commercial facilities, and promoting a number of mature typical cases, by 2029, it aims to initially form a modern retail system that is rich in supply, balanced in layout, diverse in channels, high in service quality, smart and convenient, and green and low-carbon.
