It was found that Jiangsu Skyray Instrument did not recognize the construction service revenue of the government and social capital cooperation model project (referred to as the PPP project) in accordance with accounting standards, resulting in a underreporting of revenue by 614.2352 million yuan, underreporting of cost of goods sold by 611.7143 million yuan, underreporting of total profit by 2.5209 million yuan in the annual report of 2021, accounting for 3.76% of the disclosed total profit for the period.

Regarding the false record in the 2021 annual report of Jiangsu Skyray Instrument, the directly responsible executives were Liu Zhaogui, Wu Zhaobing, and other directly responsible personnel included Zhang Xin. Based on the facts, nature, circumstances, and social harm of the illegal acts of the parties concerned, and taking into full account the voluntary correction and cooperation with the investigation by the Commission and other relevant circumstances, in accordance with Article 197, Paragraph 2 of the Securities Law, the CSRC intends to decide: First, issue a warning and impose a fine of 3 million yuan on Jiangsu Skyray Instrument Co., Ltd.; Second, issue warnings, and impose fines of 1 million yuan each on Liu Zhaogui and Wu Zhaobing; Third, issue a warning and impose a fine of 0.6 million yuan on Zhang Xin.
