During an interview with RTHK, Deputy Commissioner of Transport Leung Sai Ho stated that if the current toll level for the Tai Lam Tunnel is maintained, it is expected to have about 15% of vehicle capacity in 2026. Therefore, authorities hope to adjust the tolls to attract some drivers to use the Tai Lam Tunnel to help disperse traffic on routes like Tuen Mun Road.
Leung Sai Ho also mentioned that many new developments will emerge in areas such as Northwest New Territories in the future, and traffic flow is expected to increase. Therefore, it will be necessary to adopt time-based charging for private cars in the future, or else it will become unmanageable.
