The announcement stated that in accordance with the relevant provisions of the Export Control Law of the People's Republic of China and other laws and regulations, in order to safeguard national security and interests, fulfill international obligations for non-proliferation, it has been decided to strengthen the export control of relevant dual-use items to the United States. The relevant matters are hereby announced:

1. Prohibit the export of dual-use items to U.S. military users or military purposes.

2. In principle, no permit will be granted for the export of gallium, germanium, antimony, superhard materials related dual-use items to the United States; for graphite-related dual-use items exported to the United States, stricter end-user and end-use reviews will be implemented.

Any organization or individual from any country or region violating the above provisions by transferring or providing relevant dual-use items originating from the People's Republic of China to organizations and individuals in the United States will be held legally accountable.

A spokesperson for the Ministry of Commerce stated that in recent years, the U.S. has broadened the concept of national security, politicized and weaponized economic and technological issues, abused export control measures, unjustifiably restricted the export of relevant products to China, and included multiple Chinese companies on sanctions lists to suppress and restrain, severely disrupting international trade rules, seriously harming the legitimate rights and interests of enterprises, and seriously disrupting the stability of the global industry chain and supply chain.

In order to safeguard national security and interests, fulfill international obligations for non-proliferation, China has decided to strengthen the export control of relevant dual-use items to the United States in accordance with the Export Control Law of the People's Republic of China and other legal provisions, including prohibiting the export of dual-use items to U.S. military users or military purposes, strict control over gallium, germanium, antimony, superhard materials, and graphite-related dual-use items exported to the United States.
