However, it is understood that domestic enterprises have already anticipated the current tariff policy and have taken measures such as localization and capacity transfer to deal with it. 'Previously, the market had expectations, expecting the anti-circumvention preliminary ruling rate to be significantly higher than the anti-subsidy rate. After the implementation of both anti-subsidy and anti-dumping measures, the export advantage of the four Southeast Asian countries to the USA will be greatly weakened, but this is already part of the preparation of Chinese photovoltaic companies,' said Wang Wenqi, senior analyst at Shanghai Nonferrous Network Photovoltaic. In order to strengthen localization, several leading component companies have already started to build factories in the USA. It has been noted that JinkoSolar, Trina Solar Co., Ltd., and Longi Green Energy Technology have all announced the start of component production capacity in the USA. Industry insiders have indicated that after the imposition of tariffs in the future, Southeast Asia will gradually shift from exporting components to exporting solar cells.
