The China Power Enterprise Association published the "National Unified Electrical Utilities Market Development Planning Blue Paper" under the organization of the National Energy Administration, setting the goal of initially establishing a national unified electrical utilities market by 2025 and fully establishing it by 2029, aiming to improve top-level design, standardize trade rules and technical standards, promote the optimization of electrical utilities resource allocation and enhance industry efficiency, providing stable electrical utilities security for economic and social development.

According to the plan, by 2025, the national unified electrical utilities market will be initially established, at which point the top-level design of the electrical utilities market will be basically perfected, achieving basic standard unification of national fundamental trade rules and technical standards. By 2029, it is planned to fully establish the national unified electrical utilities market, further promoting the unification of market basic institutional rules, fair unification of market regulation, and high-standard connectivity of market facilities.
