Greer is not unfamiliar with the position of the usa Trade Representative as he served as the chief of staff for then-usa Trade Representative Robert Lighthizer during Trump's first presidential term. He is also a long-time protégé of Lighthizer.
During the previous four years that Lighthizer served as Trade Representative, he was responsible for imposing billions of dollars in tariffs on countries such as china, thus being regarded as the actual operator of the "Trump Tariffs" at that time. As a long-time supporter of Lighthizer, Greer is expected to play a key role in implementing the tariff plan.
Greer graduated from the University of Virginia Law School and recently served as a partner at King & Spalding law firm, handling trade litigation and negotiations.
During Trump's previous term, Greer was closely involved in the trade policy decisions of the Trump administration, including imposing high tariffs on china and negotiating certain trade agreements.

On Monday, eastern time, Trump stated that he intends to impose a 25% tariff on all commodities imported from canada and mexico, and a 10% tariff on commodities from china. This is the first specific threat against major trading partners since winning the presidential election three weeks ago, causing market turmoil.
