Elon Musk and American entrepreneur Vivek Ramaswamy unveiled their work plan for the "Government Efficiency Department" (DOGE) on Wednesday.
In a column in The Wall Street Journal, they stated that DOGE will identify "thousands" of regulations for President-elect Trump to cancel. They believe that these regulations would provide a reason for a "large-scale layoff" in the government.
"We will provide advice for every reform step of DOGE to implement the three major reforms: canceling regulations, reducing administrative management, and saving costs. We will particularly focus on driving change through administrative actions based on existing legislation, rather than through new laws."
Musk and Ramaswamy pointed out that recent Supreme Court rulings have targeted executive power, suggesting that the "vast current federal regulations" exceed the institutions' powers and may be cut. They believe that significantly reducing regulations should allow for "at least" proportional reduction of government employees.
In a column article, the two wrote: "Significantly reducing federal regulations provides a reasonable logic for a large-scale layoff in the entire federal bureaucratic structure. Not only can fewer employees enforce fewer regulations, but once the agency's scope of power is properly limited, it will enact fewer regulations."
Musk and Ramaswamy preemptively responded to the debate about protecting civil servants, which could prevent Trump from firing federal employees.
"The purpose of these protective measures is to shield employees from political retaliation," they wrote. "But the legislation allows for 'layoffs' that are not specific to certain employees. The legislation further empowers the president to 'establish rules for managing competitive services.' This power is broad."
"With this power, Mr. Trump can implement any number of 'competitive service rule management,' from large-scale layoffs to moving federal agencies out of the Washington area, these new rules will restrict the excessive growth of the executive departments," they added.
Reportedly, faced with the possibility of large-scale layoffs, government employees have mobilized: they have hired lawyers, prepared for public activities, and also hope Congress can intervene.
On the other hand, DOGE also hopes to target "unauthorized" federal funds, which may affect everything from veterans' medical care and opioid addiction treatment to various aspects of NASA.
Musk's article seems to be aimed at dispelling widespread doubts about DOGE's ability to implement reforms. Previously, some analysts believed that as an advisory committee outside the government, it would be limited to advisory capabilities, which means it may face many obstacles from within the executive departments and Congress.
However, Musk's close relationship with the elected president may have an impact.
