The provincial competent authorities should report to the central competent authority the regional performance targets confirmed by the provincial finance department within 60 days of the fund allocation, follow the procedures, and copy the local supervision bureau of the Ministry of Finance. When determining the regional performance targets, it should be combined with the real estate market situation and the actual demand for affordable housing projects, and take into account both existing and incremental factors, supporting the collection of more affordable housing through the digestion of existing housing.
