The Changzhou Municipal Government, China Mobile Cloud, and Wanma Technology's subsidiary Ukah Technology have reached a strategic cooperation to jointly build an automatic driving data closed-loop solution to meet the intelligent calculation business needs of the automotive industry. Ukah Technology will invest in the construction of an automatic driving cloud service project in the Changzhou High-tech Zone, with a total planned investment of approximately 0.101 billion yuan.
According to the 'Science and Technology Innovation Board Daily' on November 3rd, the Changzhou Municipal Government, China Mobile Cloud, and Wanma Technology's subsidiary Ukah Technology have reached a strategic cooperation to jointly build an automatic driving data closed-loop solution to meet the intelligent calculation business needs of the automotive industry. On this basis, it will create an intelligent calculated comprehensive solution with large models, big data, and high computing power features.
It is reported that Ukah Technology will integrate with China Mobile Cloud to promote the integration of 5G-A, car-road cloud integration, Robotaxi, and other autonomous driving industry-related trial platform work to meet the closed-loop demand for automotive self-driving data; and utilize the basic support resources provided by the Changzhou government to create an intelligent calculation center for autonomous driving, assisting the host factory in building autonomously controllable self-driving data processing, algorithm training, and simulation platform to enhance the quality and efficiency of data collection, transmission, storage, and processing for automotive companies.
As per the previous announcement, Ukah Technology will invest in the construction of an automatic driving cloud service project in the Changzhou High-tech Zone with a total planned investment of approximately 0.101 billion yuan. Earlier, Changzhou Jiachuang Venture Capital increased its investment in Wanma Technology's subsidiary Ukah (Changzhou) by 10 million yuan to accelerate the 'Changzhou Automatic Driving Cloud Service Construction Project.' Meanwhile, the subsidiary Ukah Technology has cooperated with relevant companies to create a point-to-point Robotaxi route in Changzhou.
This collaboration will further promote automotive companies to carry out autonomous driving closed-loop business in Changzhou and expand into a wider range of intelligent calculation fields.
Yan Nan, Vice Chairman and General Manager of Wanma Technology, told the 'Science and Technology Innovation Board Daily' that the evolution of autonomous driving technology increasingly relies on data, and building data closed-loop capabilities has become mainstream. However, mainstream automotive companies still face challenges in constructing autonomous driving data closed-loop capabilities.
Yan Nan said, "For example, the closed-loop system needs to continuously collect, analyze, and utilize data to optimize the performance and experience of autonomous driving. However, many automotive companies often find existing tools and software inadequate to meet future requirements. The development of autonomous driving technology is very rapid, and automotive companies need to constantly update and adapt to new toolchains to deal with more complex application scenarios. At the same time, to truly mature autonomous driving technology, efficient algorithm optimization and extensive data training are required. However, algorithm optimization and training processes often consume time and effort, affecting overall efficiency. If the training time is too long, it will slow down the product development progress."
In this cooperation, as a central enterprise in cloud computing and artificial intelligence fields, China Mobile Cloud has the capability for large-scale intelligent calculation system planning, design, and infrastructure construction, combined with Ukah Technology's autonomous driving algorithm optimization and training acceleration capabilities, which can handle the large-scale data operations required by the autonomous driving system. Automotive companies can accelerate the speed of data processing and algorithm training, shorten the R&D cycle of autonomous driving systems.
In addition, the data collected by autonomous driving involves a large amount of user and geographic information data. Vehicle manufacturers need to comply with laws and regulations, implement high standards of data protection measures to ensure system security and reliability, and process and store data while ensuring data privacy and security. Through the integrated technical architecture of end-edge-cloud, China Mobile and Wanka Technology jointly build a secure and trustworthy autonomous driving intelligent computing cloud platform for car manufacturers, which will meet the legal requirements for autonomous driving data compliance and cloud computing security, ensuring data security.
On October 10, this year, Tesla released Robotaxi, marking the commercial deployment of advanced autonomous driving. Ark Investment predicts that by 2029, autonomous taxi services are expected to constitute 90% of Tesla's market cap.
At the policy level, the State Administration for Market Regulation, together with the Cyberspace Administration of China, the National Development and Reform Commission, and other 18 departments, jointly issued the "Implementation Plan for Implementing (National Standardization Development Outline) Action Plan (2024-2025)". It proposes to fully leverage the advantages of rapid iterations of new-generation information technology, focus on key areas such as vehicle networking and other integrated infrastructure, and concentrate efforts in key areas such as the large-scale application of intelligent connected vehicles.
Changzhou has actively introduced relevant support policies to accelerate the implementation of the smart connected vehicle industry.
In July 2024, the Intelligent Connected Vehicle Testing Base groundbreaking ceremony and the "Vehicle-Equipped Road-Cloud" scene release conference were held in Changzhou. Relying on the construction of the Intelligent Connected Vehicle Testing Base, it will layout intelligent travel light storage and charging systems, intelligent travel integrated cloud systems, explore the implementation of the integrated intelligent driving system evaluation, smart driving training, and smart transportation demonstration applications.
It is worth mentioning that China Mobile is actively expanding the vehicle networking ecosystem both domestically and abroad. Previously, China Mobile has partnered with multiple car manufacturers, overseas operators, and ecosystem partners to jointly launch the "Vehicle Enterprise Ecosystem Going Global" initiative, aiming to enhance international cooperation in the field of vehicle networking and jointly promote the global deployment of vehicle networking technologies, products, and services.

Currently, Wanma Technology has established overseas subsidiaries to expand its vehicle networking business overseas, conducting business expansion in Europe, North America, South America, the Middle East, Asia-Pacific, and other regions.
"We will integrate our sales forces and market resources, promote the dissemination and application of the intelligent computing platform through a nationwide market network. At the same time, all parties will jointly formulate commercial goals for market expansion, provide financial support, and ensure efficiency and safety in market development and customer service," said Yan Nan.
