According to the Nuclear Disaster Response Guidelines (Note 3), nuclear power operators are required to be prepared so that initial response etc. can be carried out for injuries and illnesses that have occurred within the business site, and until now, nuclear power operators have concluded agreements with the Nuclear Safety Research Association regarding on-site medical care during nuclear disasters, and have established a system to recruit medical staff, etc. at the nuclear power facility (on-site) where the disaster occurred.
Recently, nuclear power operators have built an all-site ER network with a structure similar to the emergency medical network at the Fukushima Daiichi Nuclear Power Station, where prior efforts have been made, as a medical system to respond to outbreaks of injuries and illnesses not only in the early stages after the disaster, but also over the medium to long term, and have further expanded the on-site medical care system during nuclear disasters.
Nuclear power operators will continue to work on improving the system and environment for doctors registered to the all-site ER network to respond on-site during a nuclear disaster, and will also disseminate information through academic societies, provide on-site medical training opportunities to registered physicians, and share information between registered physicians and nuclear power operators to enhance the effectiveness of on-site medical care during nuclear disasters.
Overview of the “All Site ER Network”
It is a system where doctors who have confirmed that on-site support for initial medical treatment is possible during a nuclear disaster are registered on the all-site ER network, and in the event of an actual disaster, on-site medical support (shift support with an ER installed by the operator) is requested from the nuclear power operator that caused the disaster to doctors registered in the all-site ER network.
Doctors from all over the country are registered in the ER network at all sites, regardless of region, and by constructing this network of doctors, it is possible to more smoothly access doctors and receive support for on-site medical care when a nuclear disaster occurs.
