Tang Hao, Deputy Director of Shanghai Lingang New Area Management Committee, introduced the development practice and future key development directions of the International Data Economy Industrial Park. Since its establishment, the industrial park has formed "Five Batches" of practical achievements, namely: landing a batch of institutional breakthrough cases, releasing the country's first scenario-based and field-level data cross-border guidance list; building a batch of functional platform institutions, basically forming 4 major functional service platforms to promote data circulation and industry development; consolidating a batch of basic data facilities, constructing the country's first domestic single-tank ten-thousand-card liquid-cooled intelligent computing cluster; promoting a batch of international cooperation demonstrations, jointly creating the "Digital Twin City" project with Malaysia Cyberjaya; gathering a batch of industry innovation projects, landing enterprises in automatic driving research and development, testing, and applications such as Thunder Software Technology, SenseTime Zero Shadow, and more.

The 'Smart Lingang' application scenario pilot area construction was officially launched at the meeting, and the first batch of benchmark scenario lists was released. ▌The 'Carbon Data Cross-border Circulation Green Channel' is launched to build a hub for carbon data cross-border flow.
As a forefront open field for Shanghai to participate in international data cooperation and promote data economic development, Lingang New Area is referred to as the 'International Data Test Field.'
In April this year, the first national data cross-border service center jointly built and operated by the Cyberspace Administration and local governments was put into operation in the Lingang New Area Data Cross-border Service Center, providing full-process services for enterprise data exiting the country.
In May, the Lingang New Area in Shanghai issued the first batch of national guidelines for scenario-based operation of cross-border data, focusing on key areas in the development of the "Five Centers" in Shanghai, combined with the free trade zone and key industries in the Lingang New Area, focusing on solving the most urgent needs in typical scenarios of enterprise data cross-border flow.
Today, green and low-carbon transformation has become a global consensus and trend. Carbon data not only involves the underlying important data of various industries in China, such as energy consumption, production processes, and other key data, but also serves as the data foundation and basis for China's "dual-carbon" goal, with its security, compliance, and accuracy being crucial. At the same time, many low-carbon compliance requirements have been added to international economic and trade rules, such as the EU's Carbon Border Adjustment Mechanism and the new Battery Act. Both domestic and international carbon emission regulations are driving the global supply chain towards green and low-carbon transformation.
However, apart from product carbon footprints and other carbon-related data, the complexity and privacy protection of carbon-related data often put companies in a dilemma. For example, export companies are required by foreign chain anchor companies or brand owners to provide detailed raw material information, production processes, and upstream supply chain information to enhance the credibility and transparency of the supply chain carbon data. The legal regulations on cross-border flow of carbon data internationally are not yet perfect, leaving companies facing legal risks and the dilemma of data privacy protection. During the meeting, the Lingang New Area Management Committee of Shanghai, the China Chamber of Commerce for Import and Export of Machinery and Electronic Products, China Construction Bank Precious Metals and Bulk Commodities Business Department, and Carbon Balance Technology jointly launched a pilot project for "scenario-based" cross-border carbon data, promoting the establishment and improvement of a unified, transparent, and compliant mechanism for cross-border carbon data flow. The pilot project will combine the location advantages and policy support of the Lingang New Area, leverage the professional service capabilities of Carbon Balance Technology, as well as the extensive experience of the China Chamber of Commerce for Import and Export of Machinery and Electronic Products and China Construction Bank in international trade and carbon finance fields, to provide innovative scenario-based services to enterprises and explore new models for compliant cross-border carbon data exiting.
