The company agreed to authorize the wholly-owned subsidiary Windfield Holdings Pty Ltd (hereinafter referred to as 'Windfield') to formally start the construction of the expanded chemical-grade lithium ore production capacity by its wholly-owned subsidiary Talison Lithium Pty Ltd (hereinafter referred to as 'Talison'), constructing an independent, dedicated large-scale chemical-grade lithium ore production facility, new ore crushing facilities, and preparing supporting infrastructure for future expansion. The project is located in Greenbush, Western Australia, with an estimated total investment of approximately 0.516 billion Australian dollars (equivalent to approximately 2.588 billion Chinese yuan based on the exchange rate announced by the China Foreign Exchange Trading Center on July 24, 2018), with funding provided by Talison; The project was originally scheduled to be completed and start trial production in the fourth quarter of 2020; On December 22, 2020, the Windfield board of directors decided to postpone the trial operation of Talison's third-phase lithium ore expansion plan to 2025.
In March 2022, based on the latest front-end engineering design research report for the project, the Windfield board of directors decided to adjust the overall project budget to 0.6268 billion Australian dollars and delay the trial operation time until 2025. The reasons for this budget adjustment include increased labor costs, equipment upgrades, camp construction costs, and increased supply costs. In September 2022, based on the optimization of the implementation of Talison's second-phase chemical-grade lithium ore expansion plan, Windfield's management team proposed to enhance the performance of certain equipment originally planned to be purchased for the project. With the approval of the Windfield board of directors, it was decided to adjust the overall project budget to 0.632 billion Australian dollars, while maintaining the original planned trial operation time. Upon completion of the project, it is expected that Talison's chemical-grade lithium ore production capacity will increase to 2 million tons per year.
From July to October 2024, after reviewing the project budget and progress, the Windfield board of directors plans to adjust the overall budget for Talison's third-phase chemical-grade lithium ore expansion project to 0.8813 billion Australian dollars.
