The draft requires infant formula milk powder manufacturers to continuously improve the system for the procurement and acceptance of raw materials; for production using dry process technology, the raw materials should not only meet the relevant food safety standards, but also comply with the microbiological indicators specified in the infant formula milk powder product standards. For products produced using base powder, manufacturers must gradually switch to using base powder produced by enterprises qualified for infant formula milk powder production within two years from the date of the announcement.
The draft encourages the direct processing of infant formula milk powder using cow's milk or goat's milk, taking into account the requirements for advertisement and promotion of infant formula food. The main label of infant formula milk powder for children over one year old may include the words cow's milk processed or goat's milk processed. For new registration applications of infant formula milk powder products using base powder, the base powder should be directly processed using cow's milk or goat's milk.
