According to TDM, the Law on Combating Unlawful Gambling Crimes was passed by the Macao SAR Legislative Assembly, and the law will take effect the day after it is announced. The law includes combating the exchange behavior commonly known as "money exchange gangs," which can be punished with up to five years in prison.
Macau's Secretary for Administration and Justice, Sonia Chan, stated that exchange transactions between friends are not illegal. However, if they are unauthorized operations by the Macao government, regardless of the location, whether occasional or continuous operations, and the purpose of the exchange is for gambling, they will be considered illegal and subject to criminal penalties. Exchange transactions within Macao's entertainment venues will be presumed to be for gambling purposes, including places linked or related to entertainment venues. For example, if there is an entertainment venue within an integrated complex, exchange transactions within the complex will also be presumed to be for gambling purposes. She believes that with the strengthening of law enforcement after the law's passage, it can improve and purify Macau's gambling entertainment environment, benefiting the overall social security, economy, and gambling industry development.
