In the 2024 Policy Address, Chief Executive John Lee Ka-chiu stated that low-altitude economy has huge potential. In addition to applications in rescue, surveying, delivery, and passenger transport, it can also drive the development of communications technology, ai, digital industries, etc. The government will establish a "Low-altitude Economy Development Task Force", with the Financial Secretary as the team leader, to formulate development strategies and cross-department action plans.
The Task Force will start with application projects, establish specific application sites to promote projects, formulate regulations and construction systems, research and implement infrastructure and networks, and explore drone applications such as drone delivery, surveying, building maintenance, aerial photography, events, and search and rescue as pilot projects. Technical research and planning will also be conducted on the construction of low-altitude activity supporting facilities, communications networks, air route networks, and management.
The authorities will revise relevant regulations for low-altitude economic activities, including relaxing "Beyond Visual Line of Sight" flights, drone weight and cargo restrictions, promoting increased market research and development investment, facilitating technical experiments, and developing air tourism. Considering the mainland's promotion of low-altitude economic development, the Hong Kong government will also collaborate with the mainland, discussing the joint construction of low-altitude cross-border routes, entry and exit customs arrangements, infrastructure support, etc.
