The institution is supported by the supervisory board trust of Meta Platforms and certified by the Irish media regulatory authority, serving as an out-of-court dispute resolution body under the EU's Digital Services Act (DSA). So far, individuals and organizations using social media have had limited options to challenge content decisions by social media companies without resorting to the courts. The European Appeals Center will be established by the end of this year, initially adjudicating cases related to Facebook, TikTok, and YouTube, and over time, will include more social media platforms. The new institution will have an expert team review each case within 90 days and determine whether the platform's decisions comply with its content policies.
