Strictly monitor the implementation of bid commitments by the approving company, assume social responsibility, and regularly review the overall execution of the approved contract. Shum Ho-fai said that it is necessary to prevent and combat illegal activities, continue to promote responsible gaming, reduce the adverse effects of the gaming industry on young people, communities, public security, etc., scientifically improve non-gaming investment project plans and uses of funds, better help the moderate and diversified development of the economy, actively protect the rights and interests of gaming workers, and better meet the needs of citizens for further education and upward mobility. He proposed consolidating and enhancing the advantages of world tourism and leisure centers. It will enrich the supply of tourism products, scientifically plan historical and cultural areas, cultivate new “tourism+” business formats, promote the deep integration of tourism with catering, retail, culture, sports, exhibitions, shopping, etc., link Hengqin and the Greater Bay Area cities to enrich “one-way multi-stop” tourism products, and strive to absorb more high-quality international resources for Macau's comprehensive tourism and leisure industry. In addition, gaming companies are encouraged to establish Macau World Tourism and Leisure Center promotion agencies in major travel markets around the world, and work with overseas government offices and the industry to promote the image of Macau as a tourist and leisure destination, enhance external publicity and attraction efforts, and actively attract more international visitors to Macao. He pointed out that improving the quality of tourism services, optimizing tourism environment management, driving the economic development of the old district of Zhite, creating nighttime and influencer landmarks according to local conditions, fully unleash the consumption potential of travelers, and promote the beauty and sharing of beauty in all areas of residence, business, and travel. Shum Ho-fai said that with the diversified development of the “1+4" economy, comprehensive tourism and leisure will continue to grow healthily as “1,” while the four major industries of health, modern finance, high technology and cultural tourism have also begun to develop steadily. The data from 2015 to 2022 shows that the four major industries are developing ideally. In particular, the total number of industries in 2022 has exceeded MOP 30 billion. Shum Ho-fai stressed that in the process of developing the four major industries, the government must play a leading and guiding role. The development of the four major industries, especially in terms of high technology and health, will be difficult to be promoted by the Macau market alone, so it is necessary to strengthen the government's leadership and planning for “1+4” development, and even consider setting up funds to invest in finance and taxation. As far as the overall development of the “1+4" industry is concerned, Shum Ho-fai believes that the integrated tourism and leisure industry has developed in a healthy and orderly manner, and under the guidance and promotion of the government, Macau can also attract local and international industries and investors to participate in the construction of the four major industries, making the Macau economy diversified.
