He proposed to promote the healthy and orderly development of the gambling industry in accordance with the law, strictly enforce the new gambling law, improve supporting laws and regulations, strengthen intelligent and digital management, and regulate the industry towards a healthy, orderly, and positive development under the law. Strictly oversee the implementation of bidding companies to fulfill the commitments in the bidding documents, fulfill social responsibilities, and regularly review the overall performance of the contracts awarded. By enriching the supply of tourism products, scientifically planning historical and cultural districts, cultivating new 'tourism+' formats, promoting deep integration of tourism with dining, retail, culture, sports, exhibitions, shopping, etc., linking with Hengqin and cities in the Greater Bay Area to enrich 'one journey multiple stops' tourism products, and actively attracting more high-quality international resources for Macao's comprehensive travel & leisure industry. In addition, promoting gambling companies to establish Macao World Travel & Leisure Center promotion institutions in major world tourism markets, working with government overseas offices and industry, promoting Macao's image as a travel and leisure destination, enhancing external publicity efforts, and actively attracting more international tourists to Macao. He pointed out that improving the quality of travel services, optimizing tourism environmental management, driving the economic development of specific historical areas, creating night economic zones and popular landmarks according to local conditions, fully unleashing the consumption potential of tourists, promoting the beauty of residents, businesses, and travelers, and mutual beauty and harmony. Ho Iat-seng stated that the '1+4' diverse economic development, with comprehensive travel & leisure as the '1', will continue to grow healthily, and in the four major industries of health industry, modern finance, high technology, and cultural tourism, have also begun layout and steady development. Data from 2015 to 2022 show ideal development in the four major industries, especially the industry total in 2022 has exceeded over 30 billion Macao Patacas. Ho Iat-seng emphasized that in the process of developing the four major industries, the government must play a leading and guiding role. The development of the four major industries, especially in high technology and health sectors, may be difficult to promote solely in the Macao market, so it is necessary to strengthen the government's leadership and planning in the '1+4' development, and even consider establishing funds for investment in terms of finance and taxation.
