The United Kingdom regulatory authority has given the green light to Amazon's massive investment in OpenAI's rival, Anthropic, in a trade.

The United Kingdom's Competition and Markets Authority (CMA) announced on Friday, September 27, that it will not conduct a deep investigation into the cooperation between Amazon and the AI startup Anthropic, stating that the collaboration does not meet the investigation criteria under UK merger-related laws. CMA found that Anthropic's revenue in the UK did not meet the threshold for triggering an investigation and its market share in the UK was not significant enough.

CMA's decision means that Amazon's total investment of up to $4 billion in Anthropic will not face scrutiny from UK regulatory agencies. In September of last year, Amazon announced an initial investment of $1.25 billion in Anthropic, with a commitment to invest up to $4 billion. By the end of March this year, Amazon announced an additional investment of $2.75 billion in Anthropic on top of the investment announced in September last year, making it the largest venture capital investment in Amazon's history.

In addition to investment, Amazon's cloud business, AWS, has partnered with Anthropic. Anthropic has agreed to use AWS's data centers to support some of its business and utilize Amazon's custom-designed computer chips.

Earlier this month, CMA also cleared Microsoft's deal with another AI startup, Inflection AI, stating that Microsoft's $0.65 billion investment in Inflection AI was categorized as a merger, but did not significantly weaken competition in the relevant industry. CMA believed that Microsoft's large hiring of former employees of Inflection AI would not raise regulatory concerns.

However, the current cooperation between Google's parent company Alphabet and Anthropic is still under review by the United Kingdom regulatory authority.

An Amazon spokesperson said on Friday that Amazon welcomes the CMA's decision. By investing in Anthropic, Amazon is helping to drive entry into the generative ai industry and competition within the industry.

A spokesperson for Anthropic stated that Anthropic is an independent company. Anthropic's strategic partnerships and relationships with investors will not weaken the company's governance or affect its freedom to collaborate with other companies.
