The 8 Japan-side companies (hereinafter referred to as the "8 Japanese companies") including Japan Petroleum Exploration Co., Ltd. (hereinafter "JAPEX"), JGC Holdings Corporation (hereinafter "JGC HD"), Kawasaki Kisen Kaisha, Ltd. (hereinafter "Kawasaki Kisen"), JFE Steel Corporation (hereinafter "JFE Steel"), Mitsubishi Gas Chemical Company, Inc. (hereinafter "MGC"), Mitsubishi Chemical Corporation (hereinafter "Mitsubishi Chemical"), Chugoku Electric Power Co., Inc. (hereinafter "Chugoku Electric"), and Nippon Gasoline Co., Ltd. (hereinafter "NGL") signed a contract with Japan Oil, Gas and Metals National Corporation (JOGMEC) on September 11, 2024 regarding the commission of the design work and other related activities for the CCS (Note 1) project to inject and store CO2 emitted from multiple industries in the Seto Inland Sea area into the designated area off the coast of Sarawak, Malaysia.

The 8 Japanese companies will proceed with the study of the equipment and costs required for the separation, recovery, and liquefaction of CO2 emitted from steel plants, power plants, and chemical plants in Japan. Additionally, PETRONAS CCS Ventures Sdn. Bhd. (hereinafter "PCCSV") and the 8 Japanese companies (hereinafter the "participating 9 companies") as joint promoters of the project, will jointly proceed with the study of the equipment and costs required for maritime transportation to Sarawak, including inland shipping in the Seto Inland Sea area, as well as injection and storage.

Please refer to the attached document for an overview of the project, the roles and responsibilities of the participating 9 companies, and the overview of each company.

On September 22, 2023, JAPEX, JGC HD, Kawasaki Kisen, and PCCSV signed a Key Principles Agreement in Malaysia for the consideration of CCS project development, and on February 26, 2024, they signed a Storage Site Agreement with Petroleum Sarawak Berhad, the CO2 storage rights administrator for the State of Sarawak, for the implementation of CO2 injection and storage of emitted CO2 in Malaysia and CO2 recovered from outside Malaysia such as Japan, as well as the development plan for the storage site, including the preparation of transportation of CO2, onshore receiving terminals, pipelines, and the evaluation of its technical and commercial feasibility.

Additionally, on February 26, 2024, JAPEX, JGC HD, Kawasaki Kisen, JFE Steel, Chugoku Electric, and NGL signed a memorandum of understanding regarding the joint study of the CCS value chain starting from Japan for the CCS project in Malaysia. JFE Steel and Chugoku Electric Group are studying the separation, recovery, and liquefaction of CO2 emitted from steel plants and power plants in Japan owned by the two companies, as well as transportation by sea to Malaysia, including inland shipping in the Seto Inland Sea area, and acceptance, and storage, as well as the necessary equipment and cost for the construction of an entire value chain up to the storage. During their deliberations, MGC and Mitsubishi Chemical, both of which are proceeding with decarbonization studies for their own factories, have aligned their business directions, leading to the contract between the 8 Japanese companies and JOGMEC.

The 8 Japanese companies will promote the advancement of this work in order to achieve early implementation of the CCS project, contributing to the realization of the "Asia Energy Transition Initiative" (AETI) and the achievement of a carbon-neutral society by 2050, both of which are aimed at realizing a decarbonized society in the Asian region.
