From the date of issuance of the notice until December 31st of this year, individuals who meet the requirements of Article 4 of the Measures for the Encouragement of Purchasing and Using New Energy Automobiles in Shanghai can apply for a special license plate quota for new energy automobiles if they meet the following conditions: the first condition is that they own a non-commercial vehicle in this city and a special license plate for new energy automobiles, and they transfer or scrap the new energy vehicle under their name and purchase a new electric vehicle through the replacement of old with new method; the second condition is that they own two or more new energy vehicles registered in this city, and they transfer or scrap their new energy vehicles and purchase a new electric vehicle through the replacement of old with new method.
