It proposes to promote the application of programmable logic controllers (PLC), distributed control systems (DCS), and other industrial control systems, industrial robots, intelligent testing equipment, manufacturing execution systems (MES), and intelligent equipment automation.

It proposes to compile guidelines for the update of equipment in the light industry, and to promote the digital transformation and upgrading of key equipment and processes in industries such as home appliances, leather, papermaking, hardware products, plastic products, bicycles/electric bicycles, as well as research and development, production, and testing. It also encourages the widespread use of industrial control systems such as programmable logic controllers (PLC), distributed control systems (DCS), industrial robots, intelligent testing equipment, manufacturing execution systems (MES). It supports the upgrading of internal and external networks of enterprises, and the application of network communication technologies such as 5G, industrial optical networks, and IPv6. It also establishes and improves network security and data security protection mechanisms.

The proportion of China's industrial added value in the global scale continues to increase, and by 2023, China's industrial added value will account for 20.26% of the global proportion, laying a foundation for the development of the industrial software industry; 2) China has released a number of policies to support the development and application of industrial software, aiming to fill the gaps in the industrial software industry, pursue independent innovation, and promote the development of industrial software industrial clusters; 3) Compared with large industries, the proportion of China's industrial software market is relatively low, accounting for only 7.93% in 2023. At the same time, the adoption rate of industrial software such as MES, SCADA, and SCM is low, leaving room for improvement. With China's transformation towards intelligence and high-end, there is a huge potential demand in the industrial software market, which is expected to create a diverse range of industrial software needs and provide favorable conditions for the scale expansion of China's industrial software companies.
