The State Tobacco Monopoly Administration issued a notice on the revision and issuance of the "Electronic Cigarette Trading Management Regulations", proposing that the ex-factory price and suggested retail price of domestically sold electronic cigarette products be determined independently by electronic cigarette production enterprises and electronic cigarette brand-holding enterprises, and the wholesale price be reasonably determined by electronic cigarette wholesale enterprises based on factors such as operating management costs and national tax policies on the basis of the ex-factory price.
The import price and suggested retail price of imported electronic cigarette products shall be determined through consultation between electronic cigarette import enterprises and foreign businessmen, and the wholesale price shall be reasonably determined by electronic cigarette import enterprises based on factors such as operating management costs and national tax policies on the basis of the import price.
The same specification of electronic cigarette products shall be sold at a unified price nationwide and be made public on the platform. The operating profit of each link in the industry chain should be within a reasonable range, and the overall price level of electronic cigarette products should be kept basically stable.
