In terms of news, the Ministry of Finance, the Ministry of Commerce, the Ministry of Culture and Tourism, the General Administration of Customs, and the State Taxation Administration recently issued the "Notice on Improving the Policy for In-City Duty-Free Shops", clarifying that starting from October 1, 2024, the management of in-city duty-free shops will be regulated in accordance with the "Interim Measures for the Administration of In-City Duty-Free Shops", which will promote the healthy and orderly development of in-city duty-free shops. According to the "Notice", there are currently 6 in-city duty-free shops in Beijing, Shanghai, Qingdao, Dalian, Xiamen, and Sanya, and they will be subject to the "Measures" from the date of implementation of the "Notice"; there are currently 13 foreign exchange commodity duty-free shops in Beijing, Shanghai, Harbin, and other places. Within 3 months from the date of implementation of the "Notice", they will transform into in-city duty-free shops and start operating after passing the customs acceptance. At the same time, 1 in-city duty-free shop will be established in 8 cities including Guangzhou, Chengdu, Shenzhen, Tianjin, Wuhan, Xi'an, Changsha, and Fuzhou. According to the arrangement of the "Notice", if the 13 foreign exchange commodity duty-free shops can successfully complete the transition and the 8 cities can successfully establish in-city duty-free shops, the number of in-city duty-free shops in China will increase from the existing 6 to 27.
