The National Development and Reform Commission and the Ministry of Finance issued the "Measures to Support Large-Scale Equipment Upgrades and Trade-Ins of Consumer Goods" stating that, based on the "Implementation Rules for Trade-Ins of Automobiles", personal consumers who scrap National III or below emission standard passenger vehicles or new energy passenger vehicles registered before April 30, 2018 and purchase new energy passenger vehicles listed in the Catalog of New Energy Automobiles Exempting Purchases Tax" or passenger vehicles with a displacement of 2.0 liters and below, will have their subsidy standards increased to 0.02 million yuan for the purchase of new energy passenger vehicles and 0.015 million yuan for the purchase of passenger vehicles with a displacement of 2.0 liters and below.

The measures also mentioned that they support the trade-in of home appliances. Personal consumers who purchase eight types of home appliances, including refrigerators, washing machines, televisions, air conditioners, computers, water heaters, household stoves, and cooker hoods, with a level 2 or above energy efficiency or water efficiency standard, will receive a trade-in subsidy of 15% of the product's selling price. For products with a level 1 or above energy efficiency or water efficiency standard, an additional 5% subsidy of the product's selling price will be given. Each consumer can receive a subsidy for one item of each product category, and the subsidy for each item must not exceed 2,000 yuan. The Ministry of Commerce will guide various regions to implement favorable policies to ensure a smooth and orderly transition.

The measures also mentioned the implementation of policies to support the funding for the disposal of abandoned electrical and electronic products. In 2024, the central finance will allocate 7.5 billion yuan and continue to support the disposal of abandoned electrical and electronic products through "rewards instead of subsidies". For abandoned electrical and electronic products that have been disposed of in accordance with the regulations of subsidies from the Waste Electrical and Electronic Products Treatment Fund but have not yet received subsidies by the end of 2023, they will be supported in installments after verification and approval by the Ministry of Ecology and Environment.
