The industry needs to be 'light and quick,' and the integration time should not be too long. It is necessary to promote the clearance of backward production capacity, encourage enterprise mergers and restructuring, and management departments need to strengthen guidance for advanced production capacity construction. Local governments need to strictly control unreasonable bailout behaviors, enterprises need to carefully launch new investments and encourage targeted acquisition of cross-border enterprises' new production capacity left behind by exiting the industry. Financial institutions should avoid 'blood transfusion' to the production capacity that will soon be cleared.
