Secretary for the Environment and Ecology, Tse Chin-wan, stated that the world is working hard to eliminate fossil fuels and accelerate energy transformation. Among them, hydrogen energy is seen as a low-carbon energy source with development potential, and the country has also clearly positioned hydrogen energy as an important part of the future national energy system. The Hong Kong government issued the "Hong Kong Hydrogen Development Strategy" on the 17th of this month, hoping to assist Hong Kong in achieving carbon neutrality, while developing new productivity and maintaining international competitiveness.
He said that when formulating the "Hong Kong Hydrogen Development Strategy", the Hong Kong government specially considered that Hong Kong is an international business city, and many resources and products rely on imports. Pursuing complete self-sufficiency in the development of hydrogen energy is not practical. Mainland China's hydrogen energy industry has a certain foundation in major technologies and production processes such as hydrogen preparation, storage and transportation, refueling, fuel cells, and system integration, and some are even in a leading position internationally. Therefore, in addition to local applications, in terms of strategy, Hong Kong can make good use of the advantages of being backed by the motherland and connected to the world, to promote Hong Kong as a demonstration base for the national development of hydrogen energy, and assist the development of hydrogen energy industries in overseas regions.
He also mentioned that relative to other zero-carbon or low-carbon fuels, there is still great uncertainty in the future price competitiveness of green hydrogen. Therefore, the Hong Kong government needs to reserve flexibility for the scale and speed of hydrogen energy development when formulating its strategy.
