At the same time, build a multi-channel and convenient cross-border data flow regulatory mechanism to ensure cross-border data security. Build a cross-border multilateral dispute resolution mechanism for the Guangdong-Hong Kong-Macao Greater Bay Area data.

The opinion proposes that by 2025, the data-based system and supporting policies for data elements will be gradually established, and a collaborative, efficient, safe and orderly data element market system will be initially established, and the basic construction of the data-based operation system will be established. By 2030, the data element governance system tends to be perfect, the data infrastructure is more concentrated and intelligent, the circulation of data elements is smooth and efficient, and the level of digital industrialization is significantly improved, etc.
