The Hong Kong Monetary Authority has put forward five policy proposals to improve the efficiency and liquidity of the local capital markets.

The HKMA released a research report titled "Promoting Double Growth in Liquidity and Efficiency: Optimizing the Securities Trading Mechanism and Market Operation" which proposes five recommendations aimed at enhancing the efficiency and liquidity of Hong Kong's capital markets.

The policy recommendations include (1) updating the eligibility criteria for securities borrowing and lending transactions, removing and simplifying non-substantive administrative regulations, and expanding exemptions to align with the commonly adopted genuine financing transactions in the market; (2) strengthening the use of Hong Kong stocks as collateral for diversified financial transactions; (3) establishing a fair competition environment for intermediaries facilitating activities; (4) enhancing the importance of securities distribution business to stimulate trading activity in the Hong Kong market, and providing clear guidelines on the actual exemption requirements for options dealers; and (5) providing electronic stamp duty payment services for off-exchange transaction documents and transfer instruments.

HKMA Chairman Eddie Yue stated that the key to a successful efficient capital market depends on striking a balance between investor protection and keeping pace with market developments. Hong Kong's market infrastructure has the ability to facilitate seamless trading by both domestic and international investors, which lays the foundation for Hong Kong's success. In order to maintain its position as a stock trading center and one of the world's leading capital markets, Hong Kong must not rest on its laurels and must constantly examine the competitiveness of its trading mechanisms in order to meet the constantly evolving market demands and consolidate its global and regional leadership positions in order to continue to maintain investor confidence in Hong Kong and attract more investors.
