According to the Macau Daily News, the Director of the Macau Tourism Bureau, Helena de Senna Fernandes, stated that Macau's target for inbound tourists this year is 33 million people, with a target of over 2 million international tourists. She hopes that the number of international tourists will increase to 3 million next year, restoring the level before the pandemic in 2019.

Xi'an and Qingdao are new mainland Chinese cities for "individual travel" to Hong Kong and Macau this year. Helena de Senna Fernandes revealed that since the free travel policy was implemented, the number of visitors from these two cities to Macau has continued to increase. In the first five months of this year, there were more than 34,000 visitors from Qingdao to Macau, exceeding the 25,000 visitors in the same period in 2019; there were also 64,000 visitors from Xi'an, which has recovered to 92% of the level in 2019.
